The invention discloses a frame type sleeper unit and a sleeper. The frame type sleeper unit comprises a sleeper unit body. The sleeper unit body comprises at least two transverse units and two longitudinal units. The transverse units intersect with the longitudinal units, and at least two first side protrusions and at least two second side protrusions extend towards the outer sides of the two longitudinal units respectively. Through the design of the frame type sleeper unit, the longitudinal resistance and the transverse resistance of a ballast bed are improved, and a technical basis is provided for adopting a seamless track on a small-radius curve ballast track.
