A cofferdam berm filling and closure construction method comprises the steps of filling construction and closure construction. A double-embankment occupation construction mode of an outer embankment and an inner embankment is adopted for filling construction, and after a riverbed is narrowed to a reserved closure gap, center cofferdam body filling is conducted between the outer embankment and the inner embankment. Closure construction is conducted in the mode that the reserved closure gap of the outer embankment is closed through block stone throwing and filling, the reserved closure gap of the inner embankment is closed through horizontal blocking filling pipe bag sand filling, and after closure is completed, filling of a center weir body between the outer embankment and the inner embankment is conducted. By the adoption of the method, materials of a project can be fully utilized, cofferdam embankment filling is combined with the cofferdam body type and the protection structure, and the technical problems that materials for filling an earth rock cofferdam at the wide riverbed position cannot be supplied in time, the construction preparation period is long, and the construction cost is high are solved.
