The invention discloses a construction method for pre-embedding a bolt sleeve on an upper structure of a steam turbine generator base. The construction method comprises the following steps of: S1, pre-embedding a fixed frame; S2, measuring and setting out; S3, mounting a pre-embedded sleeve and a bolt; S4, binding steel bars; S5, arranging a scaffold and a template; and S6, pouring concrete. According to the construction method for pre-embedding the bolt sleeve on the upper structure of the steam turbine generator base, provided by the invention, the arrangement is reasonable and the mounting precision of the steam turbine generator base is effectively improved; the pre-embedded fixed frame is arranged so that pre-embedding and civil engineering parallel work is realized and the whole construction efficiency is improved; and furthermore, the difficulty of rapidly mounting the sleeve is solved and the problem of a rigid sleeve floating pipe is controlled, so that the construction method has a good popularization value.
