The invention discloses a horizontal steel bar planting structure and a construction method. The horizontal steel bar planting structure comprises a planting steel bar and horizontal planting steel bar hole channels, the parts, close to the open ends, of the steel bar planting hole channels are horizontal equal-straight sections with an unchanged hole diameter, and the parts close to the closed ends are wedge-shaped chambering widening sections with a gradually increased hole diameter, the opening ends are arranged on a planting steel bar base body structure, a sealing cover with a grouting opening and a grout outlet is arranged on the planting steel bar base body structure, a planting steel bar inserting hole is formed in the center position of the grouting opening sealing cover, and a gap between the planting steel bar and the planting steel bar hole channel is filled by injecting a non-shrinkage cement-based grouting material in a pressing manner. During construction, the steel bar planting hole channel is drilled firstly, and the inner surface of the steel bar planting hole channel is wetted; then, the grouting opening sealing cover is arranged, and planting steel bar is inserted; and the non-shrinkage cement-based grouting material is pressed from the grouting opening to be full, and after initial setting, the sealing opening of the grouting opening and redundant slurry are detached. The horizontal steel bar planting structure has good anchoring performance, durability and operability, and the anchoring performance is ensured on the premise that grouting compactness is ensured.
