The invention discloses a formula of low-shrinkage low-viscosity high-strength concrete. The concrete comprises the following components in parts by weight: 300 to 350 parts of cement, 80 to 100 parts of water, 300 to 330 parts of broken stone, 310 to 340 parts of river sand, 70 to 85 parts of fly ash, 50 to 65 parts of metakaolin, 50 to 70 parts of silica fume, 35 to 50 parts of silica fume, 8 to 16 parts of steel fiber, 30 to 45 parts of phosphogypsum, 15 to 20 parts of a water reducing agent and 10 to 16 parts of an expanding agent. The invention further discloses a preparation method of the low-shrinkage low-viscosity high-strength concrete. The preparation method comprises five preparation steps. The low-shrinkage low-viscosity high-strength concrete is composed of the cement, water, broken stone, river sand, fly ash, metakaolin, silica fume, silica fume, steel fiber, phosphogypsum, water reducing agent and expanding agent, and the concrete prepared according to the formula is compact in internal accumulation, low in porosity, high in strength, high in shrinkage resistance, high in strength and low in viscosity.
