The invention provides a slotted hole structure system for reinforcing a concrete diaphragm wall by penetrating through a sludge layer and a construction method. The slotted hole structure system is composed of a plain soil platform, dry-method cement mixing piles and concrete guide walls; plain soil is filled on the two sides of the axis of a slotted hole in the axis direction of the concrete diaphragm wall to form the plain soil platform, and a construction platform is arranged on the side, where machines walk and work, of the plain soil platform; the dry-method cement mixing piles are arranged on the two sides of the slotted hole in the axis direction of the concrete diaphragm wall for reinforcement, and the bottoms of the dry-method cement mixing piles go deep into a stable soil layer; and the continuous concrete guide walls are constructed on the two sides of the slotted hole in the axis direction of the concrete diaphragm wall, the half, facing the slotted hole side, of a pile body of the dry-method cement mixing pile on each side is cut off downwards from the pile top to the height of the wall bottom of the corresponding concrete guide wall, formed notches are filled with the concrete guide walls, and the pile tops are embedded into the concrete guide walls. The slotted hole structure system is reliable in technology, economical, reasonable, low in construction difficulty, low in cost and good in effect.
