The invention provides a construction method for foundation protection at an underground water level. The construction method comprises the steps that 1, a base surface is treated, specifically, the surface of concrete is cleaned, and all corner parts are trimmed; 2, primer brushing is conducted, specifically, a modifier and water are mixed according to a preset volume ratio, and the mixture is brushed on the surface of the concrete after uniformly stirring; and 3, preparing and brushing of a waterproof coating are conducted, specifically, the waterproof coating is prepared from a modifier and cement according to a preset weight ratio, uniformly stirred, and then brushed on the primer on the surface of the concrete. According to the construction method for foundation protection at the underground water level, waterproof protection on the concrete foundation can be guaranteed by using the prepared primer and the waterproof coating, and therefore protection such as water prevention, seepage prevention and moisture prevention on the foundation at the underground water level can be achieved. By means of the construction method, it is guaranteed that the whole coating is seamless, the coating can adapt to trace changes of a base layer, certain air permeability is achieved, and the phenomenon that a waterproof layer bulges even if the concrete foundation is wet is avoided.
