The invention relates to the field of bridge construction, in particular to an anchor bearing plate mounting device which comprises a fixing plate, a plurality of anchor bearing plates are detachably connected to the fixing plate, the mounting positions of the anchor bearing plates on the fixing plate correspond to the to-be-mounted positions of the anchor bearing plates in a one-to-one mode, and the working faces of the anchor bearing plates are attached to the fixing plate; the invention further discloses a quick mounting and positioning method for the anchor bearing plate. The method comprises the following steps that S1, the anchor bearing plate is mounted on the fixing plate; S2, the anchor backing plate mounting device is hoisted to the to-be-mounted position of the anchor backing plate, and meanwhile the anchor backing plate and the tower column are located on the same side of the fixing plate; and S3, the anchor bearing plate is fixed to the framework structure of the tower column. By adopting the method, the anchor bearing plates can be mounted in batches, and the mounting plates are in a vertical state during hoisting, so that the working surfaces of the anchor bearing plates can be kept in a vertical state, a large amount of time is saved, the efficiency is improved, the time of high-altitude operation is shortened, and the construction time of a tower column is shortened.
