The invention discloses a cofferdam lowering horizontal control observation instrument. The observation instrument comprises at least two water level observation meters and a plurality of communicating pipes, each water level observation meter comprises a foundation base and an observation pipe, a measuring platform used for elevation calibration is arranged on each foundation base, a connecting base is arranged on the bottom of each foundation base, a fixing device is arranged on each connecting base, an upper pipe orifice, a left pipe orifice and a right pipe orifice which communicate with one another are formed in each foundation base, a water injection hole is formed in the upper end of each observation pipe, the lower end of each observation pipe is connected to the corresponding upper pipe orifice, and the two ends of each communicating pipe are connected to the left pipe orifices and/or the right pipe orifices of every two corresponding adjacent water level observation meters correspondingly. The observation instrument can be applied to horizontal control over the top of a cofferdam when the cofferdam is lowered and has the characteristics of being simple in structure, easy in operation, durable, flexible in movement, high in observation precision, high in efficiency and the like.
