The invention discloses horizontal full-automatic mechanical binding equipment and binding method for reinforcing steel bars. The horizontal full-automatic mechanical binding equipment comprises a ground rail, a movable chassis and a binding table; a main body of the movable chassis is a bar carrying frame, the bar carrying frame is erected on the ground rail through thrust wheels installed on the bar carrying frame, a to-be-bound bar frame is fed into the binding table, joints to-be-bound on the to-be-bound bar frame pass the binding table sequentially, and the binding table is provided with a portal frame capable of moving in the direction of the ground rail. The horizontal and full-automatic mechanical binding machine has the advantages that (1) automation of steel bar binding is achieved, and allocation of binding workers is reduced; (2) the production process has continuity, and the overall efficiency of steel bar binding is improved; (3) the number of binding manipulators can reach 26 at most, and the binding manipulators are arranged in parallel and can work simultaneously, so that the single-step efficiency is improved; (4) due to the fact that machine operation has repeatability, uncertainty caused by human factors is reduced, and binding of each joint has high reliability; and (5) the ground rail and the movable chassis can be lengthened, and the binding process is not influenced by the length of components.
