The method comprises the following steps: pretreating the gravel base layer, and checking and accepting after the pretreatment is completed; carrying out survey lofting along the gravel base layer; preparing a cement mixture according to the environment; paving the cement mixture on the gravel base layer according to a preset speed, and rolling after the cement mixture is paved to a preset distance to form a lower base layer; paving the cement mixture on the lower base layer according to the preset speed within a preset time, and rolling after the cement mixture is paved to the preset distance to form an upper base layer; and covering the upper base layer with geotechnical cloth, and performing watering maintenance on the upper base layer at intervals, wherein the maintenance time is at least seven days. The whole construction process is compact in connection, the construction period is short, the labor intensity is low, and the stability is high.
