The invention discloses a multi-speed-change buffering type fishway and a buffering method. The buffering type fishway comprises a fishway body, the fishway body comprises a plurality of ramps and horizontal ways which are arranged in a staggered mode, the surfaces of the horizontal ways are provided with speed reduction plates capable of sliding transversely and lifting vertically, the speed reduction plates are connected through a transmission mechanism, the input end of one speed reduction plate is connected with the output end of a transverse driving mechanism, and the input end of the bottom of the transmission mechanism is connected with the output end of a vertical driving mechanism. The buffering type fishway has the buffering and speed reducing effects on water flow flowing down from the upstream, and has the pushing and assisting effects on fishes swimming upwards.
