The invention relates to the related technical field of the ocean engineering construction industry, and particularly relates to a rotary excavating cast-in-place pile drilling positioning device. The rotary excavating cast-in-place pile drilling positioning device comprises a supporting bottom plate, wherein the upper end of the supporting bottom plate is connected with a first supporting plate through first connecting rods which are symmetrically arranged. The rotary excavating cast-in-place pile drilling positioning device further comprises a first connecting block, an abutting half cylinder, a laser perpendicularity detector and a perpendicularity detection assembly, wherein the first connecting block is connected with the first supporting plate through a height adjusting assembly; the abutting half cylinder is connected with a second connecting rod contained in the height adjusting assembly through an angle adjusting assembly connected to the side face of the abutting half cylinder, and the angle adjusting assembly is used for adjusting the angle of the abutting half cylinder; the laser perpendicularity detector is connected with a third connecting rod contained in the angle adjusting assembly; and the perpendicularity detection assembly is fixedly connected to the side face of the supporting bottom plate and corresponds to the laser perpendicularity detector, and the laser perpendicularity detector and the perpendicularity detection assembly are arranged to be used for guaranteeing the perpendicularity of the abutting half cylinder. The problem that in the prior art, drilling is conducted perpendicular to the ground, and consequently drilling deviation exists is solved.
