The invention discloses an underwater rotary excavating cast-in-place pile construction method which comprises the following steps: step 1, carrying out site arrangement, then carrying out drawing review, meanwhile, carrying out fixed-point axis checking, and then completing pile position lofting; secondly, a drilling machine is placed in place, and a drill bit of the drilling machine is manufactured; step 3, performing primary hole cleaning, and measuring the hole depth, the hole diameter and the gradient after hole cleaning is completed; fourthly, a reinforcement cage is manufactured, and the manufactured reinforcement cage is subjected to hanging welding, positioning and acceptance inspection; sixthly, after the guide pipe is installed, the slurry performance and sediment at the bottom of the hole are detected, and secondary hole cleaning is conducted after detection is completed; and 7, a waterproof plug is arranged, concrete is stirred, a concrete test block is manufactured, meanwhile, the elevation of the top face of the concrete is measured, then underwater concrete pouring is conducted to form a pile, then a pile casing is lifted, and a drilling machine is moved to complete pile construction. According to the construction method of the underwater rotary excavating cast-in-place pile, through the arrangement of the steps, pile position lofting is carried out before hole forming, and therefore the accuracy of the drilling position is well guaranteed.
