The invention discloses a drilling construction process and a grouting system for a strong water burst stratum. The drilling construction process for the strong water burst stratum comprises the following steps that 1, a drilling tool is taken out of a well hole, and then a blowout preventer is used for carrying out sealing treatment on a well mouth of the well hole; 2, quick-acting cement paste is injected into the well hole in a pressed mode, clear water is started to be injected into the well mouth of the well hole in a pressed mode so as to flush the quick-acting cement paste at the well mouth to be diffused downwards, and then pressure building is rapidly carried out in the well hole so as to wait for the quick-acting cement paste to be solidified; 3, after the quick-acting cement paste waits for solidification for 4.5-5.5h; 4, when obvious water burst does not exist in the well hole, the blowout preventer is opened, and the drilling tool is put into the well hole so as to sweep away the quick-acting cement paste in the well hole; 5, the quick-acting cement paste in the well hole is swept away; and 6, after treatment in the step 5, large-specific-gravity slurry is injected into the bottom in the well hole in a pressed mode through the drilling tool until the clear water in the well hole is completely discharged, and the treatment effect is good.
