The invention relates to an environment-friendly hot mix plant recycled asphalt mixture and a preparation method thereof. The environment-friendly hot mix plant recycled asphalt mixture consists of the following components in parts by weight: 1500-2000 parts of aggregate; 300-500 parts of a recycled asphalt material; 200-250 parts of mineral powder; 3-5 parts of an anti-stripping agent; 120-150 parts of modified asphalt; the modified asphalt is prepared by the following steps: a, heating and mixing asphalt and modified liquid in vacuum to prepare asphalt mixed liquid, and preserving heat for later use; b, heating and mixing the asphalt mixed solution, a filler and a dispersing agent in vacuum to prepare modified asphalt, and preserving heat for later use; the modified liquid is composed of hydrogenated terpene resin, phenolic resin and o-cresol formaldehyde epoxy resin. The asphalt mixture has the advantages of being green, environment-friendly, waterproof and crack-resistant.
