The mixture comprises 3-5 parts of coarse aggregate; 2-3 parts of fine aggregate; 0.5 to 1.8 parts of mineral powder; 10 to 15 parts of old asphalt; 2-3 parts of environment-friendly solvent oil; 3-4 parts of a gravel material; 5-7 parts of diesel oil; 0.3 to 0.5 part of polyoxyethylene ether; the method comprises the following steps: S1, processing the coarse aggregate, the fine aggregate, the mineral powder, the old asphalt material, the environment-friendly solvent oil and the gravel material according to the weight, and stirring; s2, a polymer, wood cellulose and a dispersing agent are added into preheating equipment to dissolve asphalt components in the preheating equipment, and a semi-finished asphalt mixture is obtained after stirring is completed; s3, stirring in a reaction kettle, continuously adding diesel oil and polyoxyethylene ether, mixing the semi-finished asphalt mixture with the diesel oil and the polyoxyethylene ether in the reaction kettle, and stirring; s4, reacting in the reaction kettle, and adding naphthalene which is 20-35% of the weight of the recycled asphalt; the invention provides the environment-friendly recycled asphalt mixture which is strong in binding power, high in compactness, good in construction performance and strong in stability, and the preparation method of the environment-friendly recycled asphalt mixture.
