The invention relates to the field of bridge construction, in particular to a steel strand stay cable construction method which comprises the steps that feeding and discharging are conducted from a steel strand, a steel strand unit obtained through discharging is reconnected with the steel strand released by a cable disc, and then the steel strand unit is pulled to an upper end opening of a stay cable sleeve; and the steel strand units are fed into the stay cable sleeve from an opening in the upper end of the stay cable sleeve, then the two ends of each steel strand unit are anchored to the cable bent tower and the beam section correspondingly, and then the next steel strand unit is fed into the stay cable sleeve for anchoring till installation construction of the stay cable is completed. The formed steel strand unit of the stay cable can be continuously fed into the opening in the upper end of the stay cable sleeve so that the construction efficiency is greatly improved. The invention further provides a stay cable construction device. The length of the steel strand sent out by the cable releasing disc is measured by adopting the roller so that an operator can accurately perform blanking according to the length of the required steel strand unit, and waste caused by length errors of the steel strand unit obtained by blanking is avoided.
