The problem that a large number of crops gather in front of the fence during flood discharge is solved, meanwhile, the problem that the fixed fence is destroyed due to the water blocking phenomenon is solved, safe operation of a project can be guaranteed in the non-flood season, personnel are prevented from mistakenly entering or falling into a project river, the fence can be put down during flood discharge in the flood season, the water blocking area is reduced, and the smoothness of the flood passage is ensured.
