The construction method comprises the steps that S1, a resonance-free hydraulic vibration hammer is adopted to drive a steel pipe pile to the designed depth; S2, grouting is conducted on the outer side of the pile bottom of the steel pipe pile to form an expanded head; and grouting is conducted on the inner side of the pile bottom of the steel pipe pile to form a grouting soil plug. The outer side of the pile bottom of the steel pipe pile is grouted to form the expanded head; and the inner side of the pile bottom of the steel pipe pile is grouted to form the grouting soil plug, and the expanded head and the grouting soil plug form transverse and longitudinal strength reinforcement on the pile bottom end of the steel pipe pile, so that the bearing capacity of a single pile is improved.
