The invention provides a dumping site stacking and discharging method. The dumping site stacking and discharging method comprises the steps that an initial dam is built; a bottom seepage layer is laid on the upper layer of bedrock of the waste dump to serve as a seepage drainage channel at the bottommost part of the waste dump, and surface catchment of the waste dump is collected; stacking at least three rock layers; a mixed arrangement layer is stacked and arranged on the uppermost rock layer; an isolating layer is laid on the upper layer of the mixed arrangement layer; and repeating the steps. According to the dumping site stacking and discharging method, large stones are stacked between a bottom layer and a weathered mound by utilizing the high permeability of rocks, and the layers are isolated by the rock isolation layers, so that a vertical drainage and seepage system penetrating through the interior of the whole dumping site is formed, orderly discharging of weathered soil and the rocks is realized, and the utilization rate of the dumping site is improved; the overall stability of the dumping site is guaranteed, and construction cost is saved.
