The invention discloses a device and a method for treating titanium dioxide acid wastewater by a membrane method and by-producing high-quality titanium gypsum. The device comprises an acid wastewater regulating tank, an organic membrane purification device, a neutralizer slurry preparation tank, a gypsum crystallization dehydration device, a neutral water storage tank and a neutral water recycling membrane integration device which are communicated in sequence. The method and the device solve the problem of incapability of resource comprehensive utilization caused by low grade, poor chromaticity, small particle size and high water content of titanium gypsum produced by a traditional neutralization process of acid wastewater in the titanium dioxide industry, and the whole set of technology has the advantages of low investment, simple equipment, low energy consumption, stable product quality, good social and economic benefits and facilitation of popularization.
