The invention provides an asphalt concrete panel-geomembrane anti-seepage system. The asphalt concrete panel-geomembrane anti-seepage system comprises an asphalt concrete panel, a geomembrane, an anti-seepage cover sheet and an edge sealing agent; the geomembrane covers the asphalt concrete panel and is directly connected with the asphalt concrete panel in an anchoring mode; and the anti-seepage cover sheet covers the anchoring connecting position and the upper part of the geomembrane on the periphery of the anchoring connecting position, and the edge of the anti-seepage cover sheet is connected with the asphalt concrete panel through the edge sealing agent. The invention further provides a construction method of the anti-seepage system. According to the technical scheme, the connecting anti-seepage structure is simplified, and the problems that in a traditional concrete connecting plate, geomembrane and asphalt concrete anti-seepage connecting system, due to the fact that the material rigidity difference is large, the adaptive deformation capacity is poor, the safety and reliability are poor, and the construction quality is difficult to guarantee are solved.
