The invention provides an anti-seepage geomembrane cushion concrete backfill structure which comprises a foundation pit, a concrete backfill layer, a gravel layer, a backfill soil layer and a geomembrane are arranged in the foundation pit from bottom to top, an exhaust system is embedded in the gravel layer and comprises two main pipelines and a pipeline net, the two main pipelines are embedded in the two sides of the gravel layer, and the pipeline net is arranged between the two main pipelines. Each main pipeline is communicated with an exhaust channel, and the exhaust channels extend to the outer side of the foundation pit; the pipeline net is formed by transversely and longitudinally staggering a plurality of warp pipes and weft pipes, the warp pipes and the weft pipes are communicated with each other and are communicated with the main pipeline, and a plurality of air holes are formed in the warp pipes and the weft pipes.
