The invention relates to the technical field of rainwater collecting devices, and particularly discloses a landscape rainwater collecting device and a circulating water system. The landscape rainwater collecting device comprises a rainwater collecting box, a water outlet is formed in the bottom of the right side of the rainwater collecting box in a penetrating mode, and a first fixing plate is fixedly connected to the top of the right side of the rainwater collecting box; rainwater is guided into the rainwater collecting box through a guide plate, the rainwater spreads downwards under the gravity of the rainwater, so that the rainwater is filtered through a filtering assembly, and fallen leaves slide to the top of a bearing plate along with the rainwater through the inclined face of the guide plate, so that the concentrated accumulation effect of the fallen leaves is achieved; and meanwhile, through the structural design of an alloy plate and a first rubber air bag, a first connecting rod can move towards the upper right through a through groove by utilizing the buoyancy of rainwater, and the situation that a large number of fallen leaves float everywhere and are not easy to treat due to the fact that the rainwater collection amount is too large and part of rainwater spreads to the top of the filtering assembly is prevented.
