A spiral groove is formed in the collecting bin, a fixing ring is fixedly connected to the inner wall of the spiral groove, and a vertical hole is formed in the fixing ring; the baffle is fixed to the upper portion of the collecting bin through a connecting piece, the size of the baffle is larger than that of the collecting bin, the baffle is conical, and filtering holes are formed in the baffle; one end of the connecting pipe is connected with the collecting bin, and the other end is connected with the upper cylinder. According to the device, when the PH value sensor senses that the acidity of rainwater is large, the rainwater can flow into the first groove and the second groove from the spiral groove through the connecting pipe at the moment, acid substances contained in the rainwater and an acid rain neutralizer in the adjusting cylinder are subjected to acid-base neutralization reaction, after the acid rainwater is neutralized, a valve of the water outlet pipe can be opened, and then the rainwater can be recycled. And the neutralized rainwater can flow out from the water outlet pipe and is used for irrigating plants in the garden, so that the damage of acid rain to the plants is effectively prevented.
