The invention relates to a slow-release water reducing agent and a preparation method thereof. The slow-release water reducing agent is prepared from the following raw materials in parts by weight: 2600-3300 parts of unsaturated polyether; 6-10 parts of an initiator; 290-320 parts of a liquid A; 520-550 parts of a solution B; 390-420 parts of a solution C; 900-930 parts of water; the liquid A comprises a reducing agent, a chain transfer agent and water; the liquid B comprises hydroxypropyl acrylate and water; the solution C comprises a functional monomer B-1, a functional monomer B-2, at least one of acrylic acid and methacrylic acid, and water. The slow-release water reducing agent keeps low mixing amount and high slump loss resistance, and solves the problems that concrete cannot be conveyed remotely and is difficult to pump due to the fact that an existing polycarboxylic acid water reducing agent is high in release speed and large in loss.
