The invention discloses a top cover rainwater drainage system of a semi-underground sewage treatment plant and the sewage treatment plant. The top cover rainwater drainage system is used for drainage of a top cover of the sewage treatment plant, and the top cover of the sewage treatment plant comprises a concrete structure layer and a plurality of slope making layers arranged above the concrete structure layer; a slope making layer corresponds to a rainwater subarea corresponding to the top cover of the sewage treatment plant; the top cover rainwater drainage system of the semi-underground sewage treatment plant comprises drainage blind ditches, rainwater hoppers and downpipes, a drainage blind ditch is arranged at the downhill section of the slope making layer, a downpipe penetrates through the concrete structure layer to be connected with a rainwater hopper, and the rainwater hopper communicates with the drainage blind ditch, so that liquid in the drainage blind ditch flows into the rainwater hopper and flows out through the downpipe. With the adoption of the top cover rainwater drainage system of the semi-underground sewage treatment plant and the sewage treatment plant, the large-area top cover of the sewage treatment plant can be divided into a plurality of subareas, and rainwater can flow out through the drainage blind ditches, the rainwater hoppers and the downpipes of the corresponding subareas, so that the rainwater on the top cover of the sewage treatment plant can be discharged in time.
