The invention provides an automatic water surface garbage collecting device. The automatic water surface garbage collecting device comprises a water pump, an inner barrel and an outer barrel; the inner barrel can float up and down in the outer barrel along with rising and falling of the water level in the outer barrel. A method comprises the following steps that the water pump is started, water in the outer barrel is discharged out of the outer barrel through the water pump, the water level in the outer barrel is lowered, and the inner barrel floating in the water in the outer barrel moves downwards due to lowering of the water level; the water is continuously discharged, when the inner barrel descends to a certain position to meet the requirement that water outside the outer barrel crosses an upper port of the inner barrel to be injected into the inner barrel, the water level in the outer barrel gradually rises, and at the moment, the inner barrel moves upwards; when the inner barrel moves upwards, water injection is reduced, and the inner barrel moves downwards, so that the inner barrel moves up and down repeatedly below the water surface; and the water pump continuously works, the water outside the outer barrel flows towards the center of the inner barrel, and garbage on the water surface flows into the inner barrel along with water flow. According to the device, the garbage collection radiation area of the device is enlarged.
