The invention relates to an automatic water surface garbage collecting device and a collecting method. The automatic water surface garbage collecting device comprises a fixing frame, a collecting barrel installed on the fixing frame, a power source control system arranged on the fixing frame, a water quality detection system arranged in the collecting barrel, a submersible pump and an aeration device connected with the submersible pump, the collecting barrel comprises an outer barrel, an inner barrel arranged in the outer barrel and a garbage collection net arranged in the inner barrel, a coiling mechanism capable of rotating around the outer circumference of the outer barrel is arranged at the upper end of the outer barrel in the outer circumference direction of an inlet of the outer barrel, the coiling mechanism is formed by coiling a coil rod, and the coiling mechanism is connected with a gear driver and a power supply control system. The collecting device can automatically collect garbage floating on the water surface, can realize remote monitoring and start-stop operation, is combined with the water quality detection system and the aeration device, can monitor various parameters in a water body at any time according to requirements, can timely oxygenate and aerate the water body according to a water quality monitoring result, and the cost of manual fishing and cleaning and water quality monitoring and treatment is greatly reduced.
