The water surface garbage collection device is simple in structure, easy to manufacture, convenient to use, low in production cost and capable of fully and completely collecting water surface garbage, the inner barrel continuously ascends and descends, the water surface garbage collection speed is high, efficiency is high, the radiation area of garbage collection is enlarged, the filter screen does not move up and down along with the inner barrel, and the water surface garbage with larger capacity can be collected.
