The invention relates to the technical field of concrete pouring construction, and discloses an ultra-large-diameter rotary excavating pile concrete pouring construction method for preventing a reinforcement cage from floating. The method comprises the following construction steps that 1) a pile hole is rotatably excavated, and the reinforcement cage provided with reinforcing ribs is put down; 2) a guide pipe provided with a supporting and blocking structure is put down, and the supporting and blocking structure is opened upwards to the limiting position; 3) concrete is poured into the guide pipe, and the floating condition of the guide pipe is observed; and 4) the guide pipe is lifted, and the supporting and blocking structure is swung downwards. The reinforcing ribs are arranged on the reinforcement cage, the supporting and blocking structure is arranged on the guide pipe, the supporting and blocking structure is swung upwards to the limiting position firstly, then the guide pipe is put into the reinforcement cage to the set height, at the moment, the supporting and blocking structure abuts against the reinforcing ribs of the reinforcement cage, and the concrete is poured into the guide pipe; if the reinforcement cage floats upwards, the floating cage load is transmitted to the supporting and blocking structure through the reinforcing ribs; and due to the fact that the guide pipe is large in self weight and is connected with the supporting and blocking structure, the self gravity can be transmitted to the reinforcement cage through the supporting and blocking structure, and therefore the floating cage load is balanced.
