The invention discloses an offshore wind power foundation scouring protection device. The offshore wind power foundation scouring protection device comprises a pile foundation and flow guide pile groups, and the flow guide pile groups are arranged in the upstream direction of the pile foundation and the downstream direction of the pile foundation in the tidal current direction correspondingly; and at least one flow guide pile in the flow guide pile groups is different from other flow guide piles in height so as to be used for forming turbulent flow steps disturbing the tidal current direction, and turbulent flow channels used for reducing the tidal current flow speed are formed between the corresponding turbulent flow steps. According to the offshore wind power foundation scouring protection device, the flow velocity of tidal current and scouring energy of the tidal current to a seabed around the pile can be reduced through the flow guide pile groups, scouring of the tidal current to a soil layer around the pile is reduced, and therefore the seabed around the pile is protected.
