The invention discloses an offshore wind power scouring protection device. The offshore wind power scouring protection device comprises a pile foundation and flow guide structures, turbulent flow holes are formed in the circumferential surface of the pile foundation, and the turbulent flow holes extend in the radial direction of the pile foundation and penetrate through the pile foundation to form an overflowing channel; and the flow guide structures are correspondingly arranged on the upstream and the downstream of the pile foundation in the tidal current direction, and the flow guide structures and the overflowing channel integrally form a pile foundation protection system. The turbulent flow holes penetrating through the pile foundation are formed in the peripheral face of the pile foundation, tidal current can directly flow through the overflowing channel, and then the flow speed around a seabed of the pile foundation is reduced; and meanwhile, the seabed around the pile foundation is protected in cooperation with the flow guide structures, the tidal current is prevented from damaging a seabed soil layer structure around the pile foundation, and the seabed around the pile foundation is prevented from being scoured.
