Compared with a traditional offshore wind power scouring prevention mode, the device has the advantages that bionic grass is adopted for scouring prevention, the price of raw materials is low, and the scouring prevention effect is good by fundamentally controlling generation of scouring; and according to the device, the traditional bionic grass anchoring step can be omitted, the installation difficultyis reduced, the installation cost is reduced, and the early-stage investment cost of offshore wind power plant construction is greatly reduced.
