The invention relates to a guardrail and a diversion evacuation system. The guardrail comprises a fixed part (10), a movable part (20) and an electric control driving device, wherein the fixed part (10) is used for being embedded below the ground (500), the movable part (20) is movably connected to the fixed part (10), and the electric control driving device is used for driving the movable part (20) to move on the fixed part (10) so that the movable part (20) can stretch out of the ground (500) or retract to the position below the ground (500). And the guardrail (100) has an emergency retraction mode, and in the emergency retraction mode, the movable part (20) falls down in a free falling body mode. The guardrail can play a role in guiding flow and is beneficial to evacuation of crowds.
