The invention relates to the field of building materials, and particularly discloses waste recycled concrete and a preparation process thereof. The waste recycled concrete is prepared from the following components in parts by weight: 300 to 340 parts of cement, 425 to 460 parts of sand, 900 to 1000 parts of gravel, 460 to 570 parts of a waste material, 15 to 20 parts of an admixture, 85 to 100 parts of expanded and vitrified micro-beads, 30 to 60 parts of EPS particles and 120 to 180 parts of water. The preparation method comprises the following steps: uniformly mixing cement, sand, gravel and a waste material to prepare a premix; and mixing expanded and vitrified micro-beads, EPS particles, an admixture and water, adding the premix, and uniformly mixing to prepare the waste recycled concrete. The waste recycled concrete has the advantages of high porosity, good water permeability and strong freeze-thaw resistance.
