The invention relates to a cutting device with a hydraulic cross-shaped wedging type mucky soil inner drainage channel outside a filter pipe. The cutter comprises a cutting mechanism which is used for cutting mucky soil to form a drainage channel (20), a hydraulic mechanism used for providing power for the cutting mechanism, and a pumping well mechanism used for draining water collected by the drainage channel (20), wherein the cutting mechanism is arranged in the pumping well mechanism, the pumping well mechanism is buried in mucky soil (15), and the cutting mechanism comprises an upper fixed arm (10), a lower fixed arm (8), a bendable soil cutting blade (13) used for cutting the muddy soil to form the drainage channel, a movable arm (2) used for pushing the soil cutting blade (13) to slide downwards to cut soil, and at least one slide rail (9) for ensuring stable downward sliding of the movable arm (2). Compared with the prior art, the cutting device has the advantages that the water content of the mucky soil can be effectively reduced within a short time, and has great significance in preventing and treating the problems of environmental pollution and the like in the transportation process of the mucky soil area.
