The invention provides an anti-freezing concrete and a preparation method thereof. The anti-freezing concrete is prepared from, by weight, 1 part of cement, 0.38 to 0.57 part of water, 0.24 to 0.44 part of a mineral admixture, 0.80 to 3.25 parts of iron tailings and waste rock machine-made sand, 2.90 to 4.13 parts of iron tailings and waste rock broken gravels and 0.017 to 0.04 part of a functional anti-freezing admixture, wherein the functional anti-freezing admixture comprises a water reducing agent, an air entraining agent and an anti-freezing agent; and the blending ratio of the water reducing agent to the air entraining agent to the anti-freezing agent is 1: (0.05-0.09): (0.001-0.008). According to the anti-freezing concrete and the preparation method thereof, the concrete with better anti-freezing performance can be obtained.
