Limiting blocks are arranged in the fixing holes, screws are arranged on the upper portions of the limiting blocks, and the upper portions of screws penetrate through the supporting seats and are provided with nuts in matched mode. Pressing plates are arranged on the upper portions of the supporting seats, elastic strips are arranged between the pressing plates and the nuts, the elastic strips make contact with the pressing plates and the nuts, and installation holes are formed in the two sides of the fixing plate respectively. The elastic forces of the elastic strips are stored on the pressing plates, so that the pressing plates with certain strength have certain elastic tension at the same time; when a train runs, the anti-overturning safety effect of the steel rail can be achieved, the steel rail and the pressing plate are in elastic soft contact, and the loss of all parts caused by rigid hard contact after long-term use is reduced.
