The invention discloses a composite steel slag activity exciting agent and application thereof. The exciting agent is composed of at least two components of desulfurization gypsum, calcium hydroxide, alkaline residue, sodium bicarbonate and aluminum powder, and the components comprise, by weight, 2-7 parts of desulfurization gypsum, 1-5 parts of calcium hydroxide, 0.1-6 parts of sodium bicarbonate, 1-3 parts of alkaline residue, and 1-2 parts of aluminum powder. Aiming at the problems that the activity of the steel slag is low and the material components of the steel slag cannot be fully activated, the invention provides the composite steel slag activity exciting agent, wherein the exciting agent can fully excite the activity of the steel slag, improve the utilization rate of the steel slag and effectively save the production cost.
