The invention discloses a backfilling device for a hole of a concrete structure and a blocking construction method and relates to the technical field of concrete structures. The backfilling device for the hole of the concrete structure comprises a plugging structural part, a grouting pipe and an exhaust pipe, wherein the plugging structural part is used for plugging the hole, a first end of the grouting pipe and a first end of the exhaust pipe are both located outside the hole, and a second end of the grouting pipe and a second end of the exhaust pipe both penetrate through the plugging structural part to stretch into the hole; the second end of the exhaust pipe is used for extending to the highest position of the hole. The device is advantaged in that a problem that it is difficult to guarantee whether holes of a concrete structure are backfilled compactly or not in the prior art can be solved.
