The invention discloses a passive building graphite composite rock wool outer wall external thermal insulation system. The system comprises a wall body; the external thermal insulation layer is arranged on the outer side of the wall body and comprises a first graphite polystyrene board, and first grooves are evenly formed in the side face, away from the wall body, of the first graphite polystyrene board; the first phase change material layer is filled in the first groove; the rock wool board is attached to the first phase change material layer; the second groove is filled with the second phase change material layer; a second graphite polystyrene board; the internal thermal insulation layer is arranged on the inner side of the wall body and comprises a thermal insulation board attached to the inner side of the wall body; a third phase change material layer; the heat conduction pipe is of an L-shaped tubular structure; the heat absorption plate is arranged on the outer side of the external heat preservation layer; and the transparent plate is arranged on the outer side of the heat absorbing plate. By arranging the phase change material layer, the heat preservation and insulation effect of the wall is improved, the indoor and outdoor temperature difference can be adjusted, energy is saved, and the comfort level of the indoor environment is improved.
