The pick-and-place mechanism comprises a road cone pick-and-place device, a vertical sliding assembly is hinged to the side, away from the putting-down and righting mechanism, of the road cone pick-and-place device, an overturning driving assembly enabling the road cone pick-and-place device to be overturned to be in a vertical state and a transverse state is arranged on the vertical sliding assembly, and a temporary storage assembly is arranged at the top of the road cone pick-and-place device; when the road cones are recycled, the putting-down righting mechanism is used for putting down the road cones; when the road cones are placed, the laying and righting mechanism is used for righting the road cones; the temporary storage assembly is used for temporarily storing the road cones on the road cone taking and placing device. According to the device, the placing and recycling efficiency of the road cones can be improved, the operation cost is reduced, and the safety risk during operation is reduced.
