To avoid frictional contact between the bottom of a road cone and the road surface due to the vertical rotation of a rotating member when performing road cone placing and collection work on the road surface with a reciprocating-rotation mechanism by rotating the road cone up and down and transferring the same between a delivery position of a delivery unit and a placement and collection position on the road surface and to avoid the lodging phenomenon of the road cone due to the frictional contact.SOLUTION: There are provided: a rotating member 1 capable of performing vertical rotation between a placing/collection position SK and a delivery position T; a reciprocating-rotation mechanism 2 that reciprocates/rotates the rotating member; lower holding members 3, 3 capable of performing retention and release of a lower part of a road cone W; upper holding members 4, 4 capable of performing retention and release of an upper part of the road cone; and a clamping mechanism 5 that causes the lower holding member and the upper holding member to perform retention and release operations respectively. The road cone placing and collection device is provided with a mechanism for moving the lower holding member and the upper holding member forward and backward in the axial direction of the road cone.SELECTED DRAWING: Figure 18
