The invention discloses a construction method of an offshore deeply-buried weathered rock stratum undrained cofferdam, which comprises the following steps of: inserting and driving a plurality of steel pipe piles which are annularly arranged to form a cofferdam main body; a supporting frame structure is installed on the inner side of the cofferdam body at a time; a gate plate is installed between every two adjacent steel pipe piles; sea mud in the cofferdam main body is excavated for multiple times, and a supporting frame structure is installed on the inner side of the cofferdam main body in a matched mode for multiple times; finally, the sea mud in the cofferdam body is excavated to the final preset position of the sea mud; and a concrete cushion layer is poured to the bottom of the cofferdam body, so that the non-drainage cofferdam is formed. The construction method of the offshore deeply-buried weathered rock stratum non-drainage cofferdam is used for building the offshore deeply-buried weathered rock stratum non-drainage cofferdam, so that a machine head of a tunnel boring machine is recycled in water, and the offshore deeply-buried weathered rock stratum non-drainage cofferdam is small in work amount, high in construction speed and low in comprehensive building cost.
