The construction method comprises the following steps that the cast-in-place piles are positioned and arranged; embedding a pile casing; drilling and placing a reinforcement cage; a fixing frame is installed outside the pile casing, an adjusting plate is adjusted, and a motor is started to drive a positioning plate to abut against the top end of the reinforcement cage and enable bolts to be inserted into inserting grooves; pouring concrete; and the fixing frame and the pile casing are pulled out. The steel reinforcement cage has the effect of reducing the floating possibility of the steel reinforcement cage.
