The invention discloses a supplementary grouting device and method for assembled sleeve grouting. The supplementary grouting device comprises a sleeve used for containing a steel bar, and the sleeve is arranged in a pier column; a slurry outlet pipe is arranged at one end of the sleeve; a grouting pipe is arranged at the other end of the sleeve; the grout outlet pipe and the grouting pipe are communicated with the sleeve; an embedded steel wire is further arranged in the grout outlet pipe, and one end of the embedded steel wire abuts against the steel bar. And slurry is repeatedly poured into the reaming hole channels in the grouting pipe, and whether refilling of the reinforcing steel bars is completed or not is observed from an outlet of the slurry outlet pipe.
