The invention discloses a static and dynamic combined overload drainage consolidation soft soil foundation treatment method and system. The method comprises the steps that S1, a site is leveled, and the positions of all well point pipes are positioned; s2, holes are drilled in the positions of all well point pipes, and the well point pipes are inserted to the embedding depth of the design scheme; s3, the well point pipe is connected with a water ring vacuum pump through a horizontal vacuum pipe; s4, underground water and air are pumped through a water ring vacuum pump till the underground water level is lowered to meet the requirements of the design scheme; and S5, static and dynamic combined overload drainage consolidation treatment is conducted on the soft soil foundation. The system comprises a plurality of well point pipes, a water ring vacuum pump, a horizontal vacuum pipe and a power loading device. And the plurality of well point pipes are respectively inserted into the soft soil foundation to be treated. The horizontal vacuum pipe is arranged on the soft soil foundation, and the well point pipe is connected with the water ring vacuum pump through the horizontal vacuum pipe. The power loading device is arranged on the soft soil foundation and used for carrying out power loading on the soft soil foundation.
