The first-level flood control unit establishes a regional monitoring station; the regional monitoring stations are connected with the regional dispatching center, and the regional dispatching center dispatches water in the first-level flood control unit to the second-level flood control unit; the second-stage flood control unit establishes a water storage monitoring system; the secondary flood control unit is connected with the headquarters management and control center; water in the second-level flood control unit is transferred to a water plant; when any one of the water level monitoring system and the flow monitoring system monitors that the data is greater than a preset numerical value, the drainage system of the first-stage flood control unit discharges water to the second-stage flood control unit; when the real-time water storage monitored by the water storage monitoring system is larger than a preset value, the headquarters management and control center controls the drainage system of the second-level flood control unit to adjust water to the reservoir through the underground water pipe. Flood control early warning is accurately carried out, and flood hidden dangers are reduced.
